we're (at least i'm not) not rejecting the history of the existence of homosexuality in china, or any other geographic area in the world. the confucian belief of 即“不孝有三,无后为大” definitely plays a huge role in the acceptance of homosexuality. what i'm saying is from what i've observed is the 'blind eye' attitude > 'it's ok as long as i don't see it.' or 不支持, 不反对, 不提倡. in my opinion the gov't won't be addressing legalizing gay marriage or even recognizing gay rights cuz well, frankly, it's not on top of hte list compared to 1) tibet, 2) falung gang, 3) the rich/poor disparity, 4) basic human rights, you name it. i mean, lan yu was banned, brokeback was banned. the pretending the elephant in the room does not exist is best illustrated by the lack of GLBT characters in chinese media.
BUT, interestingly enough, i think the culture (existence, prominence, etc) of eunichs probably plays a huge role in the 'acceptance' of homosexuality, and that's something that's quite unique to chinese culture. certainly other cultures have eunichs (italy comes to mind) but only in chinese imperial history did they acquired so much power and influence. another noteworhty fact is gay bashing is RARE in china, hk, and taiwan.

We have pride parade here in Taipei and there's currently some debate on same-sex marriage in the congress. (I think the legislators aren't very serious about the issue though.) There are also some openly gay/bi/transgender stars on the media.
Most of my friends know I'm lesbian and they're fine with it. Actually, I used to go to a girls' high school and lesbian couples were quite common. I'm out to my parents. They haven't really accepted it yet, but I think we just need more time to get through this process.
Overall, I think the society isn't very harsh towards gay people here in Taiwan.

Also I don't agree with your opinion that gay rights should be left behind some other social issues(education, economics,etc.), or at least in those countries that can be considered somewhat wealthy(East coast of China definitely belongs to this category). Even countries as strong as the US, UK, France, etc. can't make their educational or economic system perfect. There are always problems to be solved. Those governments just wouldn't say, "Let's deal with the unemployment problem first. Gay people aren't that important." Instead, they try to make progress in all these issues simultaneously.
BTW, is homosexuality still illegal in China? (you mentioned that China needs to legalize homosexuality.) Being a gay is definitely not against any law in Taiwan. One of my all time favourite Taiwanese lesbian drama is Ni Nu (Forbidden Love). It's pretty huge in Malaysia and Singapore.
Other than that, in the recent few episodes of the popular entertainment show Guess Guess Guess, they always have TBs (tomboys which they featured twice) and transgenders whom they called sissy boys on the show. There's always advice at the end of the show by the hosts to accept people for who they are.
Also, a couple of years ago, I heard that the Taiwanese government might consider gay-marriage. Well, dunno what happened after that.
Yeah, there really are more and more TV shows featuring gay people in Taiwan. And most of them express quite positive opinions. I definitely think it's a good thing because it makes people more likely to notice this issue and more or less change their stereotypes. Even though occasionally there can be some really irrational opinions, it's better than to be ignored.
The most well-known two are 蔡康永(gay) and 利菁(trans).
大炳 is also openly gay and his brother 小炳 is a bi.
There are are also some very famous writers and artists that are gay, such as 白先勇(gay, the author of 台北人), 蔣勳(gay, writer, art critic), and 林懷民(gay, dancer, founder of 雲門舞集). 邱妙津 was a lesbian writer, but she suicided in 1995.

So, to answer the original topic question... after much thought, is that I don't know. :D To the topic subject, though...I am Chinese. Taiwanese-American, to be specific.
I'm Taiwanese-Spanish or Spanish-Taiwanese, depends on how you look at it, anyway I'm currently living in Spain (south Europe) but last year I spent 6 months in Taipei, Taiwan, for a Chinese language crash course.
I agree that Taiwan is probably the most tolerant country in Asia towards gays, but I also found that there's still a great pressure from traditional values. I mean during those 6 months in Taiwan I've had to fend off my mother's cronies interrogations about my personal status. Asking me whether I have a boyfriend and so on, and commeting that I my age I should already have a boyfriend and think about getting married, gee even my first day of class my Chinese language teacher comment on that when I told her: 上個 週末 我 到 宜蘭 去 登山 (shàng gè zhōu mò wǒ dào yílán qù dēng shān), and she asked me 你 跟 男朋友 去 登山 嗎? (nǐ gēn nánpéngyǒu qù dēngshān ma?). And I was please, please, please, not that question again... sometimes I felt like screaming at to top of my lungs HELLO, I'M GAY.
As for the some of the comments that have been exchaged between tonnyz and losgatos805 (by the way, you like cats, right?), ladies may I suggest that we leave the whole thing of China-Taiwan out of here? Otherwise we're gonna be at it for the eternity... Its cool to find other asian lez here because most are still closeted. Gah, i wish asians werent so traditional and conservative. I dont have any gay friends in real life except for this coworker that left the job long before i found out she was gay. At that time i had no knowledge of the gay community so even if ppl acted butchy, i would have thought it was a "norm". I didnt develop a gaydar until exploring gay forums, movies and shows. You could say that afterellen helped me identify myself, and made me somewhat relieved to find others like ME :D !

我想共产主义和传统不传统是无关的,我认识很多人包括我都是共产党可都没反对这事儿啊,至于民主么,个人觉得历史和现状导致的既成事实,可话说回来,要是不集权这国家早乱啦,当年苏联戈尔巴乔夫要民主然后整个国家就突然跨了,分裂了。怎么说苏联当年也是超级大国吧也不行,真正的民主我认为现在世界上还没哪个国家达到呢,中国等人口变成1亿时可能还有希望呵呵

I'm Taiwanese-Spanish or Spanish-Taiwanese, depends on how you look at it, anyway I'm currently living in Spain (south Europe) but last year I spent 6 months in Taipei, Taiwan, for a Chinese language crash course.
I agree that Taiwan is probably the most tolerant country in Asia towards gays, but I also found that there's still a great pressure from traditional values. I mean during those 6 months in Taiwan I've had to fend off my mother's cronies interrogations about my personal status. Asking me whether I have a boyfriend and so on, and commeting that I my age I should already have a boyfriend and think about getting married, gee even my first day of class my Chinese language teacher comment on that when I told her: 上個 週末 我 到 宜蘭 去 登山 (shàng gè zhōu mò wǒ dào yílán qù dēng shān), and she asked me 你 跟 男朋友 去 登山 嗎? (nǐ gēn nánpéngyǒu qù dēngshān ma?). And I was please, please, please, not that question again... sometimes I felt like screaming at to top of my lungs HELLO, I'M GAY.
As for the some of the comments that have been exchaged between tonnyz and losgatos805 (by the way, you like cats, right?), ladies may I suggest that we leave the whole thing of China-Taiwan out of here? Otherwise we're gonna be at it for the eternity... I'm just glad that citizens in the People's Republic can get access to this webpage, I'd have thought that it wouldn't pass the Chinese gov's internet censorship. And for the record, Taiwan may not have "official" embassies abroad, but it does have governmental Business & Trade offices around the globe that opperate as de facto embassies.
Now let's keep it cool and follow the French Foreign Office guideline for travelling to China, "do not talk about the Three T's topics", id est Tibet, Tiananmen and Taiwan...

First, yeah, I love cats. You can see that from my ID, losgatos. HAHA!
Second, it's true that for women over 25, there can be great pressure from relatives. People generally expect you have a boyfriend at that age. It's also annoying that they even like to ask about it. And if you don't......sometimes they become matchmakers.......(I haven't experienced that yet since I'm only 20 now.)
And last, I'm sorry about bringing about the political issue here.

Hiii! Im chinese too, well chinese-filippino-american. Bascially, im chinese born in the philippines and raised in canada. I wish i could read the chinese comments but i picked up maybe like 2 words from the entire paragraph -_-" .
Its cool to find other asian lez here because most are still closeted. Gah, i wish asians werent so traditional and conservative. I dont have any gay friends in real life except for this coworker that left the job long before i found out she was gay. At that time i had no knowledge of the gay community so even if ppl acted butchy, i would have thought it was a "norm". I didnt develop a gaydar until exploring gay forums, movies and shows. You could say that afterellen helped me identify myself, and made me somewhat relieved to find others like ME :D !
